It's sad, but pointing out that business is behaving unethically is ultimately meaningless. Nothing trumps the bottom dollar. Establishing a system in which desperate people are recruited to work for free (or pitiful, below-living wages) creates profit for the higher-ups, so why would either those higher-ups or the government being run by their eager cronies see any reason to change things?
