Employers have the burden, if challenged, to have to justify the validity of the hiring interview as a selection tool. So, it is, in effect, like any employment test (subject to demonstrating that it does not unfairly discriminate against protected groups). So, from the employer's standpoint it is a test. I understand what you are saying though. Thinking of it as a first date may help the applicant prepare to make a good first impression.
