What are you talking about? The difference between a DSM-IV diagnosis of abuse and dependence is one self-reported additional consequence of drinking. Do you make two fundamentally different treatment recommendations to two clients who fall either side of the cut-off point? In my opinion, it woul be quite ridiculous to offer such different treatment plans to clients diagnosed as alcohol abusers and dependents.
